Chief Operations Officer

Inessa M. Vitko joined C-TRAN in May 2018 as Chief Operations Officer. She leads C-TRAN’s largest department, which includes all fixed-route and paratransit operators, plus dispatchers, field supervisors, customer service representatives and other employees. Ms. Vitko has spent more than a decade in the transit industry. Her previous experience includes work in budgeting and grants, operations and customer communications. She has also played a key role on several major projects in the region, including TriMet’s Portland-Milwaukie Light Rail Transit Project (Orange Line) and the Hop Fastpass electronic fare system, which launched in 2017.

Ms. Vitko holds a Master’s of Public Administration and a Bachelor of Science in Mathematics and Statistics, both from Portland State University. She serves as the chair of Beaverton's Urban Renewal Advisory committee, and sits on the Beaverton Urban Redevelopment Agency's budget committee. Ms. Vitko is a 2015 graduate of APTA's Emerging Leaders Program, and a 2016 graduate of CCL's Leadership Development Program.
