Chief Executive Officer

Leann M. Caver became C-TRAN's Chief Executive Officer in 2024 after joining the agency in 2021. In this role she pushes C-TRAN forward with its 2045 plan, prepares for construction on the Interstate Bridge Replacement Program, and actively executes future expansion of services including C-TRAN’s third and fourth BRT lines.

Caver, a Warner Pacific alum, has a nearly 20-year career in public transportation beginning her journey as a Coach Operator. She most recently served as the agency’s Deputy Chief Executive Officer, in addition to holding positions including Chief Operations Officer, Director of Diversity, Equity, and inclusion / Organizational Development, as well as Manager of Operations overseeing C-TRAN’s largest divisions. She started her career at TriMet in Portland, Oregon working in Operations including Dispatch, and in Management, leading TriMet’s Bus and Rail Operations Command Center, creating and implementing policy, and working closely with Union leadership.

Caver represents the agency and the community in various outlets, including as a member of the Equity Advisory Committee on the Interstate Bridge Replacement Program, a $6.5 billion mega-project crossing the river border of Washington and Oregon. Her work with community partners such as iUrban Teen, a nationally recognized program focused on bringing career-focused education to underrepresented youth ages 13-16, continues to ensure that our next generation has much needed access to critical resources across the region as well as working with the Vancouver YWCA. She is also a member of the Conference of Minority Transportation Officials (COMTO), WTS International, the Greater Portland Hispanic Chamber of Commerce, and the National Aging and Disability Transportation Center (NADTC). Caver is also active in the American Public Transportation Association (APTA) and the Washington State Transit Association (WSTA).
