Deputy Chief Executive Officer
Monica C. Tellez-Fowler joined C-TRAN in January 2019 as the agency’s Chief of Staff. In her current role as Deputy CEO, she also serves as C-TRAN’s Treasurer, overseeing budget, finance, accounting, grants, procurement, business intelligence and project management as well as federal and state regulatory management. Ms. Tellez-Fowler is responsible for key segments of administration, and assists with intergovernmental relations and special projects. She also serves as advisor to the Chief Executive Officer and the Board of Directors regarding the agency’s strategic priorities. Prior to C-TRAN, Ms. Tellez-Fowler worked for Trinity Metro (Fort Worth Transportation Authority) as the Vice President and Chief Financial Officer, Denton County Transportation Authority (DCTA) and the Burnet County Auditors Office.
Throughout her career, Ms. Tellez-Fowler held direct responsibility on several economic and transit development projects such as the management and approval of the New Starts Federal Transit Administration grant application process for TEXRail, a $1 billion, 27-mile commuter rail between downtown Fort Worth and the Dallas/Fort Worth International Airport. Under her leadership, Trinity Metro was awarded the Bond Buyers Deal of the Year for budgetary and strategic performance in construction finance on the first debt ever issued by the agency.
She holds a Master’s of Business Administration from Texas A&M University and a Bachelor’s of Business Administration from Tarleton State University, graduating as a “distinguished scholar.” In 2017, Ms. Tellez-Fowler was recognized as a “Tarleton Leader,” a graduate of distinction with an exceptional track record in both industry work and community assistance. She also served as Treasurer for the Young Women’s Leadership Academy Foundation Board and Board Member of the Tarleton College of Business Administration. Ms. Tellez-Fowler currently serves as the Vice Chair for the Greater Portland Hispanic Chamber of Commerce Board of Directors.
